Go to "Settings".

Download GarageBand from the App Store.
Download the song to your iPhone in parallel with installing the software, before or after. The easiest way to download the desired track is through Safari: enter the name in the search bar, and after downloading, find it in "Files".
Go to GarageBand, swipe the menu to the left and find the "Audio Recorder" window. Tap the icon with several rectangles in the upper left corner, click the plus in the upper right corner.
